How to Rotate Buildings in Star Trek: Outposts Unknown
While a building placement preview is active, use V to rotate it, or use the left and right arrow keys to choose the direction.
Default rotation keys on PC

Select the structure you want to build, rotate its preview, and confirm the placement once its orientation and footprint are correct.
If the keys behave differently
Open Settings → Controls and look for the three actions with Building in their names. Use your own bindings if you have changed them.
The separate Rotate Left and Rotate Right entries bound to Q and E are not the same building-placement actions. Both V and the arrow bindings can exist at the same time.
