Starfleet Prestige in Star Trek: Outposts Unknown
Starfleet Prestige is spent on crew promotions. Outpost Proficiency is the separate progression used for Operations Center upgrades.
Why your Prestige went down
Check recent crew promotions. Promotions consume Starfleet Prestige, so a lower total after promoting officers is not unexplained passive decay.
Read the cost on the promotion screen before committing, especially when promoting several crew members close together.
Prestige and Proficiency are different

Watching the wrong value can make an Operations Center requirement look like a missing Prestige reward, or make a promotion expense look like lost outpost progress.
Find orders with Prestige rewards
Inspect available delivery orders and choose ones that actually list Prestige as a reward. Check the displayed reward before accepting the job.
Do not budget around repeatedly accepting and cancelling orders to reroll rewards. Use the orders and promotion costs visible in your current game rather than treating a reroll as a dependable income source.
